Handsomest Drowned Man of the World Related News He was the tallest strongest most virile and best built man they had ever seen With these words Gabriel Garcia Marquez etched forever in the minds of readers the hero of his short story The Handsomest Drowned Man of the World The writer died on April 17 and as a tribute Delhi theater group Odd Duck Productions is presenting a play inspired by this story The 40-minute play will be staged at India Habitat Centre on May 4 “In a duality that is typical of Marquez the story shows how a dead man brings life to the living This is a story of the internal transformation of a group of villagers when the body of a handsome man is washed ashore by the sea” says director Shibani Puri 37 The Handsomest Drowned Man… she says is a short story but has a “hurricane of images” which demanded an unusual treatment on stage The storyline has been broken down into sequences which are narrated by two actors — Padmashree CR and Shena Gamat “Thus instead of a regular dramatic enactment of a plot the play unfolds through a series of scenes” says Puri She has been a part of Delhi theatre for the past 10 years and her first brush with Marquez was as an actor in theatre veteran Amal Allana’s production Erendira and Her Heartless Grandmother As a student at the National School of Drama Puri had directed another Marquez story in 2007 Chronicle of a Death Foretold Unlike these elaborate performances The Handsomest Drowned Man… unfolds on a minimal stage Padmashree and Gamat use a mix of realistic and stylised actions — that complement Marquez’s magic realism — to bring alive scenes of women sewing clothes for the dead man while stealing glimpses of him and of men grumbling about the corpse and then when the cover is removed from his face turning speechless at the drowned man’s beauty The villagers begin to transform even as they prepare a grand funeral for the unknown man they name Esteban “By the time he is laid to rest Esteban has become a catalyst to move a collection of people towards the beauty and sparkle of life”says Puri The play will be staged at India Habitat Centre on May 4 Time: 730 pm Tickets are available at June 21 2011 12:30 am Related News The new guidelines for adoption of childrenframed by the ministry of women and child developmentunder the Juvenile Justice (Care and Protection) Act 2000will soon be implemented through a gazette notification The comprehensive schemeto be implemented by the Central Adoption Resource Authority (CARA)will supersede the guidelines for in-country adoption issued in 2004 and inter-country adoption in 2006which were popularly referred to as CARA guidelines The new guidelines seem to address three dominant concerns safety of the child through stringent post-adoption stipulations; an expeditious adoption process; and curbing of adoption rackets that have flourished in the past two decades There have been instancesthough fewof agencies luring poor parents to sell their infantspicking up abandoned babiesor kidnapping children to sell them to foreigners These raised an important issue for the Indian stateespecially after the courts expressed great concern in this regard The most important aspect the guidelines seem to tackle is adoption racketsby bringing all adoption under a centralised scheme The guidelines make it mandatory for Child Welfare Committees (CWC) in each district to verify the whereabouts of each child before it is placed for adoption and put an end all kinds of donations from prospective adoptive parents and foreign agencies to an adoption centre Under the centralised systemapplications for all in-country adoption will be received by CARA and forwarded to an agency where children are available for adoption All agencies are required to register at the Central Adoption Resource Information and Guidance System and stringent procedures are stipulated for their functioning There will be periodic inspections and even a procedure for de-recognition These look good on paperbut in a system plagued with malpracticewhere police officials and CWC members themselves have colluded with racketeersthese guidelines do not inspire much hope It is anyones guess how these guidelines will help to improve the situation on the ground The second aspect of the proposed rules is to cut the red tape and expedite adoption process by eliminating the requirement of certain clearances Permanent recognition of foreign adoption agenciesauthorised by CARA for sponsoring applications of prospective NRIOCIPIO and foreign adoptive parentsand Indian agencies is meant to minimise undue delay and ensure smooth functioning of the adoption process A special process is also laid down for adoption of children with special needs The third important aspect is to provide safeguards through stringent post-adoption follow-up procedures All in-country adoptions will be followed up for two years All inter-country adoptions will proceed only after a final decree under the Juvenile Justice (Care and Protection) Act to ensure citizenship of the adopted child Adoptions will be made only to counties that are signatories to the Hague convention This will ensure that the country of adoption is bound by the rules of the convention to provide due protection to the child Only Indian nationals in non-Hague ratified countries will be permitted to adopt In order to promote bonding between the child and adoptive parentsa provision has been made for pre-adoption foster care to provide early deinstitutionalisation of the child In view of the problem of repatriation of an adopted childan issue pending before the Bombay High Courtin all cases of inter-country adoptionthe adoptive parents will be required to make the provision of $5000 in the name of the repatriated child The ratio of in-country and inter-country adoptionwhich was 50:50will now be changed to 80:20and more Indian couples will be encouraged to adopt Howeverstipulations on the eligibility of an adoptive parent seem to be regressive A couple in a live-in relationship are not entitled to adopt A couple should be in a stable marriage for at least two years prior to adoption A person below 25 years and beyond 50 years cannot adopt a child under three yearsand the aggregate age of the parents should not be more than 90 years For adopting a child above three yearsthe age bar is extended to 55 years and the aggregate age to 105 years A single person is entitled to adoptbut the age bar gets more constricted between 30 and 45 for adopting a child under threeand is extended to 50 years if the child is above three years A single male cannot adopt a girl child The presence of a female member is a precautionary measure While gays and lesbians cannot adopt as a couplethey may be eligible as single persons But if a preliminary enquiry reveals the gay or live-in status of the personthere is a possibility that it may cause a moral dilemma to the authorities With surrogacy gaining popularity and India becoming a cheap hub for childless and gay couplesthere is a possibility that couples wishing to have a child may opt for surrogacy since there are no guidelines for the mother or the child And this may render adoption a thing of the past The writer is a lawyer and director of Majlis in [email protected] For all the latest Opinion News was failing to respect the rule of law after Prime Minister Mariano Rajoy announced he would move to dismiss Catalonia’s separatist executive take control of regional ministries and call elections The premier said he had no other choice faced with the threat to national unity Puigdemont said the measures were "incompatible with a democratic attitude and do not respect the rule of law" calling on the regional parliament to meet over the crisis He accused the Spanish government which still has to get approval from the Senate to implement the measures of waging "the worst attack on institutions and Catalan people since the decrees of military dictator Francisco Franco abolishing the Catalan government" Franco ruled Spain with an iron fist from 1939 to his death in 1975 and among other repressive measures took Catalonia’s powers away and officially banned the Catalan language Cautious though Puigdemont did not once say the word "independence" as Spain and the rest of the European Union waits to see if he declares a unilateral break from Spain after the region held a banned independence referendum on 1 October Puigdemont delivered most of his short speech in Catalan but also switched to Spanish and English In Spanish he accused Madrid of "attacking democracy" And in English he said European values were at risk "Democratically deciding the future of a nation is not a switching sides in Yemen’s civil war abandoning his Iran-aligned Houthi allies in favour of a Saudi-led coalition foes and supporters said Analysts said Saleh’s death would be a huge morale boost for the Houthis and a serious blow to the Saudi-led coalition that intervened in the conflict to try to restore the internationally recognised government of President Abd-Rabbu Mansour Hadi Any hope within the coalition that Saleh could have been bought off to help turn the tables against the Houthis after a protracted stalemate in which a Saudi-led blockade and internal fighting have exposed millions to hunger and an epidemic has been dashed File image of former Yemen president Ali Abdullah Saleh AP The coalition will either have to continue waging a grinding war possibly trying big offensives against Houthi-held areas at the risk of high civilian casualties or offer compromises to bring the Houthis to the negotiating table Sources in the Houthi militia said its fighters had stopped Saleh’s armoured vehicle with an RPG rocket south of the embattled capital Sanaa and then shot him dead Saleh’s General People’s Congress (GPC) party in a statement on its website mourned its leader Footage circulated on social media showing his bloodied body lolling in a red blanket and being loaded into a pickup truck just days after he tore up his alliance with the Houthis following nearly three years in which they had jointly battled the Saudi-led coalition In a televised speech on Monday Houthi leader Abdul-Malek al-Houthi hailed Saleh’s death as a victory against the Saudi-led bloc congratulating Yemenis “on this historic exceptional and great day in which the conspiracy of betrayal and treason failed this black day for the forces of the aggression” He said the Houthis who follow the Zaidi branch of Shi‘ite Islam would maintain Yemen’s republican system and not pursue a vendetta against Saleh’s party Houthi jubilation Supporters of the Houthis drove through Sanaa’s streets blasting celebratory war songs Abdul-Malek also hailed a missile launch announced by the group toward the United Arab Emirates this week as a message to its enemies advising against foreign investment in the UAE and Saudi Arabia as their campaign in Yemen continues The Houthi group’s spokesman Mohammed Abdul-Salem in remarks to Qatar-based Al Jazeera TV accused the UAE of helping Saleh switch sides and said the security establishment would publish documents of his contacts with the Saudi-led coalition Saleh 75 had said on Saturday that he was ready for a “new page” in ties with the coalition and called the Houthis a “coup militia” Warfare between the erstwhile allies has rocked densely populated Sanaa for days with Houthi fighters seizing control of much of the capital and on Monday blowing up Saleh’s house while coalition jets bombed their own positions The United Nations said roads were blocked and tanks deployed on many streets trapping civilians and halting delivery of vital aid including fuel to supply clean water Residents reported fresh air strikes on a compound that had been used by the Houthi-led government for the first time since the war began in 2015 The United Nations which had appealed for a humanitarian pause on Tuesday said aid flights in and out of Sanaa had been suspended New fighting had also flared in other governorates such as Hajjah it added In Washington the United States called on all sides in Yemen to re-energise political negotiations to end the war according to a Trump administration official Hadi in a speech carried live on Saudi-owned al-Arabiya TV called for a new chapter in the battle against the Houthis after Saleh’s death “I call upon . the Yemeni people in all provinces still suffering under this criminal and terrorist (Houthi) militia to rise in its face . and cast it out” Analyst Hafez Albukari of the Yemen Polling Centre said he now expected the conflict to escalate “I believe this will give the coalition and the legitimate authority (Hadi) an opportunity to press ahead militarily against the Houthis on several fronts to try to benefit from the new development” he told Reuters “But this carries major danger to civilians especially if the coalition tries to invade Sanaa where the Houthis will fight fiercely” For two years the war has been one of attrition along mostly static front lines Coupled with a Saudi-led blockade and internal clashes the stalemate has contributed to a human catastrophe Some 7 million people are on the brink of famine while one million are suspected to be infected with cholera Eyes will now turn to Saleh’s political allies and military commanders whom analysts credited with aiding the Houthi march southwards in 2014 to dominate swathes of western Yemen Adam Baron a Yemen expert at the European Council on Foreign Relations said it was not yet clear what Saleh’s family and political allies would do “His people will be angry and many will certainly be out for blood but there are many in the middle especially among the tribes who will fall in with whoever appears stronger” he said “The (Saudi-led) coalition may have put a lot of their eggs in Saleh’s basket only for it to fall over now They appeared to strongly support his attempt to confront the Houthis and now that bid may have failed” Heads of snakes Saleh a master of weaving alliances and advancing his personal and family interests in Yemen’s heavily armed and deeply fractious tribal society unified his country by force but he also helped guide it toward collapse in its latest war Saleh once compared his 33-year rule over Yemen to “dancing on the heads of snakes” a period that included unification of conservative north and Marxist south Yemen civil war revolts Islamist militant campaigns and tribal feuds But he was forced from power in 2012 after an Arab Spring uprising that left him wounded by an attempted assassination leading to a Saudi-brokered political transition He fled to Saudi Arabia his former ally for treatment of his injuries and the princes in Riyadh allowed him to return to Yemen months later — something they came to bitterly regret as he undermined the transition plan and later joined the Houthis That set the stage for his final role — that of ally to the Houthi movement which he had previously fought six times during his own presidency and to Iran the Houthis’ political backer But Houthi and Saleh loyalist forces jostled for supremacy over the territory they ran together including Sanaa and their feud burst into open combat on 29 November Residents reported that the situation in Sanaa calmed later on Monday Most people were indoors and streets were deserted as the Houthis asserted full control Saudi-led aircraft continued to pass overhead The Houthi movement’s TV channel al-Masirah and witnesses said Houthi fighters had seized the downtown home of Saleh’s nephew Tareq an army general Residents said the warring sides traded heavy automatic and artillery fire as the Houthis advanced in the central Political District a redoubt of Saleh and his family Houthi media and political sources also reported the Houthis advancing
